Research freedom, limitations and opportunities

The status of research, development and innovation personnel is regulated by Law 183/2024 according to  which RDI personnel have the following obligations:

  1. assimilate, use and generate knowledge and apply best practies in the specific field of activity;
  2. respect the research mission, good conduct and professional ethics in the field of RDI;
  3. carry out their activity with responsibility and professionalism at all stages of their scientific career, including the role of project coordinator, mentor, carrer adviser or specialist in the communication and dissemination of scientific results.

Law 183/2024 specifies the need for research organizations to adhere to:

  • European Charter for Researches, set out in Annex II to the Council Recommendation of 18 december 2023 on a European framework to attract and retain research, innovation and entrepreneurial talents in Europe, published in the Official Journal of European Union, no. C/2023/1640 from 29 december 2023, and comply with the principles set out therein.
  • Principles of academic freedom and scientific research freedom referred to in the Bonn Declaration on freedom of scientific research from 20 october 2020
